Gov. Tom Corbett has refused to participate in the Affordable Care Act’s Medicaid expansion plan, through which hundreds of thousands of uninsured Pennsylvanians would gain access to affordable health care. The federal government would pay 100 percent of the cost for the first three years and 90 percent of the cost thereafter.
Instead, Mr. Corbett’s “Healthy PA” plan gives federal funds to private insurers, who in turn charge premiums too high for tens of thousands of low-income Pennsylvanians to afford.
